BUT they stole my car keys for a 206 1.6 98 plate- now I need to know if i can replace all the locks myself and also remove the keys from " the cars memory" and then add new ones - cheers

This would be the cheapest option considering how old the 206 in question is & the fact non multiplexed remote fobs are no longer even available from Peugeot.
Replacing the lock set is easy enough, do you still have any keys for the car?

For a 16 year old 206 it's just not worth buying a new key or lock set for - new remote fobs are not even available from Peugeot for these any more either.
An insurance claim to replace the lockset would write this 206 of straight away.
The reason I asked about having any keys left for the car is you need the key to turn the ignition barrel in to the service position so you can remove it from the steering lock without having to resort to other more destructive means of getting the barrel out.
A complete second hand lock set with matching BSI & engine ecu is the cheapest fix for this 206.

I thought the security code was locked to the ECU and couldn't be changed, not even by Peugeot.
You can code a new key to the existing ECU/BSI using the security code, but this won't help the OP. You can also un-sync old keys from the car, but this is only for the remote fob so again wouldn't help the OP as you could still start the car if you had the correct key.
Second hand BSI/ECU/IMMO chip. Make sure you get the VIN from the donor vehicle and if possible the security code.
If you have a spare remote fob, then this could be recoded to the BSI so that remote unlocking works. You would still need a virgin chip programming to the ECU for your spare fob. The chips cannot be reprogrammed.
TBH, it might be better to let your contents insurance company sort everything out.

Is this only on pre-plexed?
I have had a new circuit board and chip coded to the car and a spare key that was 30 miles away at the time still unlocks and starts the car.
