Throttle problem

I have a 206 2005, starts OK but struggles to pick up revs below 1500rpm. When it's hot it runs OK but pulling away I have to rev quite high or it nearly stalls. Peugeot have had the car on the diagnostics machine at the main dealer and can find nothing wrong. Anyone able to help??

Need to know which engine it is.

Some have a mechanical throttle cable while others are electronic fly by wire.

2005 is roughly around cross over point when they all went fly by wire.

Fly by wire I think, it is the newer model engine with a longer cambelt life 75000 miles.
