Wouldn't bother with HIDs .. just annoy other drivers ...

Aren't morettes dual bulb just like stock crystals (2xH7) but in separate housings and possibly 1xH7+1xH1?
Is the the dipped beam meant to stay on along with the main beam? If so, I'd believe the relay setup is needed.

In general, for a single bulb (H4) to dual bulb (crystal / morette) upgrade, to keep the dipped beam on when the main beam comes on, you need to
* either provide an alternate power source for the dipped bulb (via relay) while the main is on (and the car turns the dipped off)
* or make the car itself keep the dipped beam on by changing BSI settings to 'dual optics', IIRC. Don't know whether that's possible on a pre-plex car.
