Have you checked if power is reaching the horn?
Also worth checking the connections to the horn and the horn itself.

I can see the horn behind the grill but the clips for the grill are on the other side so don't know how I would get it back on if removed...

If i also remember the wires from the horn, goes up to another connector near the fan relays
