I have changed my headlights from phase 1 to phase 2. I have yet to change the BSI setting and I have my MOT tomorrow. As the dipped and main beam cannot be on at the same time is that grounds for an MOT failure?

Not as far as I know. I think that they only stipulation is that they need to illuminate from the single operation of a switch.
Can't find anything about dipped and main beam being illuminated together.

I think the only reason for it is to give more light output, but is not a legal requirement.

Diagbox works fine on a 206, it just opens up Peugeot Planet.

Be warned that Diagbox version 7 onwards really needs the interface to be revision C flashed due to communication issues.
