From the research i've done I believe the heater matrix is on the way out. Is this something my normal garage can deal with or is it a peugeot only job

I believe it's a job that any decent garage should be able to handle. Contrary to popular belief, you don't need to remove the whole dashboard to get to it. It's just the glovebox assembly. If you're looking for a quick fix, you could try some radweld. That's what I used a couple of months ago and it's been fine since.

Am i right in thinking that it wont leak if i keep the fans turned off

Nope. the coolant runs through it whether the fan is on or off and the heater is set to hot or cold
