Can I paint the background of my lights they are black but I want to spray them blue(colour of my car) to make them look like morretts

It's possible. You'd have to heat them up and split them but you'd be better off buying a set of morettes because splitting headlights isn't that easy and if you get it wrong, you'd have just wasted a set of angel headlights.

Your best bet would be to put them in an oven as that heats the glue uniformly. A heat gun would also work.

Yes, softens the adhesive that keeps the front (clear) and back together.
Might also be a metal clip or two to pry off first.
