Power Steering Cap Washer

I opened the power steering reservoir cap to check the level, and a large donut washer fell off the end of the rod that is attached to the cap and into the reservoir. I was able to retrieve it in one piece, so no harm done.
Just wondering what the purpose is of this part, and if I should replace it? It fell off as it had split. From photos I have seen, it would appear to be there to check the level with. Assuming this is all it does, there are workarounds for checking the level without it and it would seem unnecessary. Can anybody confirm whether this part is important?
