On a 206 with H4 bulb headlights, only one of the filaments are on at any time (so not to overheat the bulb)
On 206s with 'crystal' headlights with dual H7 bulbs, the dipped beam remains on as the main beam comes on.
On a multiplexed 206 the behaviour can be changed by a BSI setting.
On a pre.plex 206 the behaviour is controlled by differences in the stalk. (which is plug and play once you've sourced the other type.)
On both systems you can change the behaviour using SPDT relay to add an alternate power feed to the dipped beam bulb (or cutting the stock feed if going dual->H4) as the main beam comes on.
I'd say that with morettes and their dual lights, you want the dipped to remain on along with the main.

Yep, Planet/DiagBox (never played with either, so don't ask me exactly how/where the setting is). I think it's been mentioned on there site, so a search fpor single optics / dual optics would probably find it.

It shouldn't and I doubt the settings are that flexible.
That sounds more like you've got the wires switched over - ie the high beam wire connected to the dipped beam bulb, and dipped beam wire to high beam bulb.
