Whining noise

I've had this problem since I've had my 2002 1.4 SW estate but lately its been getting considerably worse. The whining starts at about 25mph and increases until 70mph and is followed by excessive vibration. I've noticed that it is not relative to engine rpm but to vehicle speed (I tested this by putting the car into neutral and rolling down a hill). My first thought was to look at the idle pulleys but I'm unsure if the accessory drive is relative to engine rpm or vehicle speed. Can anyone with a bit of experience help me out? I've looked at other forums but keep getting a wide variety of possible causes.

when you say excessive vibrations like in the steering wheel, the pedals or the hole car?

As i think this could passably be a wheel baring or an engine mount or maybe the rear axle iv had to change the rear axle on my 206 but it had a clanging nose

Excessive as in the whole car, its definitely coming from the right hand side of the engine. I don't know where its coming from because it starts whining when the car picks up speed.

When my 1.4 hdi started making odd noises it was the bottom pulley.
