The 1.1 and 1.4 8 valve petrol engines are both pretty much the same in both makeup (bar capacity) and also spec for the car. The 1.6 8 valve is slightly different, but mostly the same.
The 16 valve engines are the newer ones and they come in 1.4, 1.6 (XSi) and 2.0 (GTi and GTi180) for the petrols.
Diesels come in 1.4 and 2.0 8 valve engines, and 1.6 litre 16 valve engines. There is another diesel, the 1.9, which is non turbo, and I wouldn't personally consider that. And it's an incredibly old design.
A 1.4 16v will be more powerful than the equivalent 1.4 8v engine.
To go back to your comments on the 1.1, there's nothing wrong with them at all, they do actually tend to drink more petrol than the 1.4s because they do work quite hard. I think the 1.4 and 1.6 are the best in terms of coming to a compromise between power and economy.
The HDi diesels will quite happily potter around, but beware the 1.6 ones have more problems than the 1.4 and 2.0 ones.

Superman - I'm male with 2 years no claims and my quote came in at about £700 for a GTi180, so being female her's is likely to be less, but probably a bit more than her current £400.

Seb - I'll check that again. I ran a quick pseudo quote on confused.com before I posted that reply using her DOB/address/ect. She lives in a low risk post code area so that shouldn't be an issue.

I'd avoid the 1.4 8v, a little more gutsy than the 1.1 perhaps but they are truely shocking for fuel consumption. By comparison, may people say they get 380-400 miles from a tank, but when i had my one i was up nearer 500 miles to a tank. So because of that, if you want an 8v engine, i'd say go for the 1.1 8v.
But the nicer model is the 1.4 16v, you won't have to bury the foot down everywhere therefore you'll see better return in fuel consumption. Being a "sport" model too it'll have much nicer styling (wider wings, deep mouth front bumper) and a few extra's on the interior too. One of the nicer petrol engine's i'd say. The 1.6 XSi is a nice car but it's on par with the GTi for fuel consumption and it'll drive insurance up.
So i'd say the 1.4 16v or the 2.0 hdi. There is a 1.4HDi, but you'd be quicker hopping to your destination on one leg and falling over every 10 hops

The 2.0HDi is immense (I am in no way biased.) It is a great all-rounder!
Its nippy enough to overtake when needed/desired. Yet returns great MPG, even when driven hard, I have had nearly 70mpg return at times.
Its a group 5 insurance, for my pretty well modified HDi its only £500 and I am 19.
Lots of tuning potential (if you get bored or she wants more power)
Its a solid engine, will run for a long time if looked after.
Reliable.
Avoid the 1.6 diesel unless you have the patience with the FAP. (Basically a filter that likes to unblock itself and is costly to replace).
1.4HDi - doesnt really compare to the 2.0 and I doubt there is much difference between the Insurance brackets either.
Petrol
1.1 - IMO its got no guts.
1.4 - Not the best for MPG, not got much guts either, however it is not a bad engine and is nice enough to drive.
1.6 - Heard good things about this, however never driven one.
Gti + Gti180 - 180 hands down, but out of your price range. Gti138 - Good, but if shes not arsed about a 2.0...
If she likes the styling, go for an XSI or Sport and a model newer than 03 (in most cars) as it will come with the sports bumpers, etc.
Otherwise buy an LX (poverty spec) and mod it for her, plenty of ideas off here. Mine is an LX, well was. Look at it now.

Must agree with brian on the fuel consumption of a 1.1
And yeah the things change my insurance as i put them on, but say you got the car off me, most parts you cant tell didnt come on it.
Say i brought a saxo, but it had the vtr bodykit on it, but was a 1.1, how do i know it didnt come with it, as they do east coast's etc etc, and im not so into saxo's i'd know the difference.
I think tbh, its down to you, if you see a nice one with good miles etc, go for it, but dont go cheap, as you've been proved goin cheap is a bad idea already.
Good luck with looking tho, and yeah do a quote on just my plate for her it should be like £450 female 21 etc depends on how long driving for aswel

My 1.1 was poor to say the least
It had difficulty doing 70mph with 3 people in the car, great fuel consumption though compared to the GTi.

Poor mule 1.1.
I'm intrigued by this. I like the look of the HDI 206 and I think the lower running costs are very attractive. It would seem you pay a premium for this but it looks to me as though you can make it back if you are keeping the car for > 2 years or so.
I doubled checked the quotes and she would be paying around the £1,000 mark in insurance. It may be the NCB. She has never crashed/claimed but due to uni has only amassed 2 years in her 4/5 of driving.

The hunt continues. I don't want to rush this too much as I may as well have set fire to £1,000 6 weeks ago with the last one.
