garage 2 says it is probably the oil in the clutch and will soon come off.

Oil on the clutch = skip fodder
If there's oil on the clutch it would have to be replaced after fixing the source of the oil leak.

so is it possible to lower the biting point of the clutch pedal?
some dealer mechanic mentioned before it is possible.. depending whether its hydralic or pneumatic.
the rest i didnt catch. but that dealership wasnt peugeot.
that leaves me guessing that depending on the car it might actually be possible.
what about the 206?

yeah I believe 206 has high biting point but I still have no idea why they design cars in this way. what is the point of "high biting point" it gets you wondering why you must do this... :S while other cars you can fall in love with the biting points.
it's something you must get use to, well I'm use to it now.
It drives fine so I won't replace anything major unless I have to, 6 owners, 1999, 94k miles...

Depends on the car in question.
My mum's 04 Mondeo has a hydraulic clutch, feels light as a feather when compared to my 206 with a cable.
Mondeo clutch doesn't have as much feel through the pedal though.
