Just found this on your chassis number under turbo diagnostics on service box:

INFO’FLASH
058W00U1 : Version 0 of 29/06/2000
FOR : 206 AND TURBO DIESEL DW10TD
CUSTOMER SYMPTOM : The engine lacks power ; Noise at the air intake, whistling of the turbo
CONDITIONS IN WHICH FAULT APPEARS : On acceleration

1. ORIGIN
Disconnection of the sleeve between the turbo and the rigid intake pipe.
2. AFTER-SALES REPAIR
Replace the sleeve .
Remove the rigid intake pipe .
Degrease the turbo and the intake pipe.
Refit the assembly , aligning it carefully.
Replace the clamp securing the sleeve on the turbo with a spring clip (Part number 0382.H6).
Make out a cri for each case encountered.
3. PRODUCTION SOLUTION
for 206 : Being studied.
406 From build code 847089 : Fitting of new collar with spring reserve .

I have exactly the same problem...whereabouts should I be looking in the engine bay for the Turbo sleeve?

I'll check the MAF too.
