To be honest if your not mechanically minded I'd be worried your doing more harm than good. I'd suggest rather than mucking about and buying parts you might not need. VISIT A MECHANIC!

havent bought any parts as of yet had a MECHANIC out he couldnt find a problem through diagnostic there is a buzzing sound comeing from the fuse box under the bonnet if you have any idea on what can cause that ie, water damage to the circuit board damaged wiring? ... as im about to go and get a fuse box just want to make sure im getting the right thing in and its not anything else.

Have you checked the earths? Are they loose? Have you disconnected your battery at some point but not followed correct disconnection procedure? When you said you charged the battery was it still connected to the car? I suspect it's either the earth or you have fried the ecu.
Earth is cheap fix ecu isn't the easiest thing you can do is get Peugeot to plug it into their software as any faults will shout error codes and will pinpoint the error or at least point to the right direction.
If you need a number for a low loader(toe truck) I know someone who charges a good price
