The fan should be kicking in just after it goes past the 90 or so (give or take) - but its a common fault for the fan to stop working, probably due to water getting into the housing where the relays are. You have air con? If so, put it on and see if the cooler fan starts up after running for a while. Its the same cooler fan that cools the engine and the gas in the condenser.
If the fan isnt spinning up after the air con has been running for a while, or the engine temp is nearing 100 then you need to investigate further. My money would be on corrosion of the relays.

Gets hotter driving around then when at a stand still? Shouldn't it be the other way round?

The air con wont work if the cooler fan doesnt work either mate. You know for sure it just needs a recharge?
To check this you will need someone else to help, but can you hear the relay click when putting on the A/C?
If it does click, possibly you just need an air con recharge - if it doesnt click, then you need to inspect the relays.
