When I start my car (206 XSi, 2003), I get a rattling sound and an anti-pollution fault warning, that goes off after a few seconds. I seem to have lost some power too. The rattle seems to disappear at higher speeds, although that may be because the noise of everything else is drowning it out.
Any idea what this is? Do I need a new CC, or my CC cleaned, or something like that?

A new cat is probably needed, would explain the rattle. Get the fault codes read and go from there.

Can I just phone any old garage for that, or will I need to go to a dealer?

Most garages should be able to read the codes.
Peugeot will charge in the region of £60 and independant garages £20-40.
Or buy a hand held scanner for £30ish and you can use it yourself.

It EOBD 
Any small garage / mechanic should have a reader to extract fault codes.
16 pin diagnostic socket is behind the dash flap to right of drivers knee, turn the plastic screw with a coin & lift up / unclip the flap.

Oh.... one last question: how much can I expect to be charged for a new CC and work to fit it?

Id much rather have a used GENUINE cat then a cheap new aftermarket one

Cat converters are expensive, not sure what engine is in your 206 but they can be up to £400.

To be honest I have no idea about any of this stuff. If it stops the warning and doesn't rattle, I'll be happy.

Does engine make a difference? It's an 1.6 XSi. Taking it to the garage tomorrow. Brakes need looking at in any case. It's going to be an expensive week  .
