Are they the normal Angel eye headlights, not projector or halo ring?
Is the sidelight holder the slim line one or the stubby one?

Ok, slim line sidelight holder then.
It could be that the mounts for the holders haven't been made particularly well and hence the sidelight bulbs don't fit. But if you have Halo rings on the lights, these should replace the sidelight bulbs anyway?????
Halo rings are meant to be wired into the sidelight circuit so these come on before the dipped or main hence doing away completely with the sidelight?

If they definitely have Halo rings fitted then no, they count as sidelights. I had angel eye halo ring headlights in my 306 and 106 and never had a problem with M.O.T.
To change the beam pattern, there should be adjuster screws mounted on the dipped beam housing which can be turned to change the pattern.
You will need to take the car to an M.O.T bay so they can adjust the headlights. It might also be worth talking to who sold you the headlights to confirm how to adjust the pattern.
