Personal opinion but it is rather foolish passing the MOT this way. A car not running right will knacker your new cat. I suggest, as others have, that you probably have a sensor fault MAF / MAP or Lambda.
From the readings it is, for a modern engine, running quite rich and at today's fuel prices that will soon add up and long term the fuel costs will outweigh sorting the sensor let alone the cost of another knackered cat.
