This is a common fault on these but as for getting peugeot to rectify for free you have more chance of eating a nine course meal in the sun bathed streets with michael jackson...thats unlikely to happen incase it wasnt obvious. Haha.
Getting a really good carb spray cleaner will make the icv cleaning better as it says above and in the how to guide for this task...but it also says there is a certain hole or component that must be handled carefully...just see the how to guide.

I have fly by wire throttle. When I cleaned my throttle body the other day I could not see a stepper motor. I take it it does not have one?

The whole unit (with the connector into it) controls the throttle pane so that is the stepper in there.
There is no sepperate ICV with small stepper like cable setup.
