Could be a stupid question or they could be the same thing but I want to give my ICV a good clean as its sticking every now and again.

I would use the right stuff and always wear gloves when handling carb cleaner.

Yes it is.
It will take a while before you realise it - if at all, but yes it's nasty because it seeps through the skin pores along with whatever it's dissolved while cleaning with it.
Latex will be better than nothing though you might need to change them a few times when they break.

Pfft. Carb cleaner is the ultimate hand washer! Whenever I get oil over my glubbers I'll spray my hands in WD40 or carb cleaner... MINT! Will wipe anything away instead of spending hours scrubbing. It'll pretty much fade away off me in seconds.
On topic, though. I wouldn't use brake cleaner as carb cleaner. They are totally different compounds. I'd feel better using WD40 on the carb if you really had too but you'd have to do a real good clean over after with a cloth or the oil residue would stick. If you can wait, get the proper stuff!

Gloves for solvents or you might regret it one day.

I was wondering why king kong kept following me home every night, lol. I'd still wash my hands, of course, but, I'd usually still use this stuff as it cleans anything off my hands. I have used carb cleaner on the whole of my engine with some wire wool. Looks brand new! My ultimate cleaning tool, that and window cleaner, haha. Just keep the carb cleaner away from your eyes (as it stings, professional advice from a professional idiot who got it in his eye) and you should be alright:)
