How easy is this to do? I'm thinking of using the film rather the spray.
Also how easy is it to get the foglights out?

well always use the film as spray will be hard to clean in case u changed your mind, and about how easy, you need to to take the wheel arch out so u have access to the fogs.

Two plastic lugs that slot in at top and a screw at bottom to hold it to bumper.

Saw someone getting a ticket for a mis-spaced number plate the other day, so the police are finding any way to make revenue ...

Won't make any difference tinting the front fogs, they are not tested at the MOT and are not a legal requirement. If someone got a ticket for having them tinted, then they would have a good day out in court and make the policeman who issued the ticket look an idiot.
The only time you should get a ticket for front fog lights is if you are using them when the visibility is not seriously reduced (<100 meters), have them so they cause undue dazzle to other road users or if they are in a dangerous condition where they may cause injury to other road users.
