The temp doesn't move from the lowest position even after the car has been running and drove for 20 mins, the blower blows warm but not hot any ideas

Does it eventually get upto working temparature ie 87 degrees.

Does the temp pointer flicker uo/down three times at start-up by any chance?

The temp goes in between the 2 bottom lines that are close together even after driving for 30 mins and no it doesn't flicker
