It can be adjusted with Peugeot planet. It's peugeots own diagnostic equipment. You can buy knock offs from eBay. Quite useful to own. You need windows xp for it. Sounds to me like you have daytime running lights activated on your car. Or the sensor/stalk is faulty. Shouldn't drain the battery though unless they never turn off!

Auto lights can also be turned off using the method above if it's a problem.
