i have a very low brake pedal and i was thinking it was the adjusters on the back brakes,but reading about the work that has been done on the car there is a comment about the load valve being seized.
could this be the problem if not aswell.

The load valve proportions the force applied to the rear wheels depending on the load you're carrying so that won't affect brake pedal height.

Malfunctioning rear brake adjusters on drum brakes certainly will affect the pedal height. Go somewhere safe and try putting the handbrake on a little whilst driving slowly as this will bring up the rear brake shoes to the drum, if the brake pedal height is then normal then you know where the problem lies

Other causes may be air in the system (if the pedal pumps up the more frequently you use it)
