Can the rubber in the ball joint be replaced? or does the whole arm have to be replaced? my rubber balljoint is damaged the bit that goes into the hub, was thinking of a cheap way of fixing it, one of the smart mechanics here damaged it

Yes, they can be replace, if your ball joint still in good condition u can replace just the rubber. New mot rules will fail your car if any splitting on the suspension rubber cover.
If your wishbones not in good condition better off just replace the whole thing. i just replace mine 2 weeks ago cause mine was splited and mine wishbone still in good condition. Whole process 30 minutes becareful if u changing the passenger side cause very possible the drive shaft will pop out and gear oil everyway unless u secure it properly.
Below are the right size for the ball joint,

yeah just heard about the new mot rules today, feckers! no point replacing whole thing if its in good order, the mechanic in my place split mine after loosining the ball joint nut, touch of a gorilla

They are easy to split as they can get truely stuck
Just depends on the tooling you use

You can replace the rubber, but it's worth considering how long it's been split... If the mechanics just split it it should be ok, but if it's failed an MOT, you've gotta think about the contamination and deterioration of the ball joint, as any dirt or debris in there will cause it to wear...
I work at a motor factor, and we don't stock or sell the rubber boots for this reason alone, it can be considered a health and safety risk if a fresh boot is put on a worn ball joint just to get it through the MOT.

no the balljoint is fine, its just the rubber was split with the mechanic putting to much pressure on it, it hasnt went for mot yet, there is a bit of a blow out on the weld from the flexy bit of the cat, just little blow out im going to rub the carbon off and put a bit of metal stick on it hope for the best lol

One more thing, is up to u if u want to use the flexi steel ring to secure the rubber to your ball joint. I found it a bit hard to expand the ring to secure the rubber, futher more the rubber just fit well and tight so i choose not to use it.
After u remove the ball joint rubber, u can try to move the joint to check the condition (firm alright). U should clean it up from any debris and put some grease in before u install the rubber.

You really should try and get the clip back as it stops the grease leaking out ... and dirt getting in ...
