If it feels better with the engine off I'd say the clutch wasn't disengaging properly.

If it feels the same, try reaching down the back of the engine and hitting the linkages with some spray grease and working it in. This will work better if you can do it from underneath and this'll let you do the bottom of the gear lever as well.

Does it jump out of gear at all? Have you checked the gearbox oil level?

On the 206 GTI there is a round large ball that revolves in a tube, this turns as gears are selected, have noticed huge improvement when this ball is lubricated, I tried a heavy grade grease, works fine, cannot understand why ends of the tube holding ball are not covered or sealed off from dust, maybe my car is missing something, best regards to all.

It's is strange how open the elements it all is, when I changed my clutch I took the whole linkage apart and greased it all with some water resistant grease made by Shell, I bought at an auto-jumble. It's a bit of a pain to get to normally with it being stuck behind the engine. You can see why they went to cable with the 207.
