Remove the horn and manually test if it's working, then if it is test if voltage is getting to the plug.

If no to both then check wiring / fuses

Is this plug coming off the horn unit underneath the front bumper. If so

is it best replacing with a new horn unit.

IF the plug is at fault then its normally the horn wiring on the car that needs repair / replacing.

Peugeot sell a loom repair section for the horn OR go down the scrapyard & get a good one of another 206 then solder & heatshrink it on to your car.

I worked on one once where it was a bad connection in the plug, a good clean with some electrical cleaner and it was all working again.

Best to take a look and go from there, the horn circuit is very simple.
