Cambelt tensioner?
Is it the off-centre + spring&pointer, or just off-centre?

I think it's just sting and pointer it's got a hole where a Allen key or something can fit in

The way it works is you have to make the pointer lined-up with the marker-hole on the back-plate.
(NOT the smaller locking hole or the notch that fits onto the side of the engine)
You do this by adjusting the off-centre by turning the whole assembly with an allen-key, then tightening the centre nut to 25Nm iirr.
To take it off just undo the center nut.
For the V-belt tensioner grab the pulley-nut with a socket to push back and insert the locking pin.
I would do the water pump while you're at it.
WARNING: Get this job wrong and it's bye-bye pugy of course.
