3000rpm is limp mode.
turbo is above 2000rpm.
i would have though 3000rpm is more than enough for 70mph

When I bought my DTurbo, it was sluggish, I had the EGR Valve flushed and cleaned, and from then on it's been fine, and that was new years day I had it flushed and been fine since. Only been inot limp mode once becuase of an air flow meter fault, but got a new AFM and it's perfect!

I've taken the vacuum hose off the egr to give a little more power and no change so I think I have a boost leak, are there any problem areas in the boost system to look for

If that is the problem, the hose clip (382H6) is short of £2 from dealers so nothing on money really, from your descriptions this does sound like the solution
Edit: Roughly 0.80 of an hour labour time

Edit
I've read your description again so it's just a clip is this on the boost side of the turbo
