The "best" will always have conflicting opinions.
You don't mention whether you're after a replacement OE one or an aftermarket one?
If you're after an aftermarket one go for a decent brand such as Janspeed, Scorpion etc and you wont go far wrong.

Measure of best?
Best sound?
Easiest to fit?
Highest quality materials?
Improve low down torque / BHP?
Improve top end torque / BHP?
Improve mid range torque / BHP?
Improve fuel consumption?
Looks the best?
Cheapest or price doesn't matter?
The best will probably be high quality stainless steel and a bespoke designed to your exact specification, tuned and adjusted on a rolling road and cost between £1000 and £1500.
I don't think that is what you mean but you do need to specify a bit more clearly what you are looking for.
