Youll need a well ventilated garage, a fan heater to keep your garage warm even while the paint dries, quite a few cans of paint in your chosen colour, etch primer and high build primer, and then lacquer. Iv never sprayed lacquer through a can so I dont know what kind of finish youll achieve.
For preping the alloys youll need an alloy filler kit if they are badly kerbed, then you will need some wet and dry paper ranging from 800 grit to 2000 grit , maybe even a smooth file for the filler, if spraying over previous paint you need to key the paint so the new paint/primer grabs hold and doesnt flake easy, between each coat once dry youll need to just glance the surface with an abrassive pad so the paints smooth ( really soft pads, ones I have are made by oakley??) After youve done this youll need to wipe the wheels with panel wipe so there's not contamination between coats, if there are little tiny marks on the final coat of lacquer that werent there before the final coat use the 2000 grit and polish up aftrrwards. make sure you follow the drying times on the cans of paint and primer you get as this will effect the finish as the paints can react if they are both wet or damp.
I recommend doing a test first on piece of scrap or something

thanks for that atm i have black rims with a chrome rim around the edge but the previous lacquer has warn thin and is all patchy so when i clean them i get a part shine and the rest is black due to brake dust i would put up pic but as im on my phone i cant get a picture up because its asking for a picture url so i may just rub it down and go for a silver as it couldnt possibly look any worse than it is at the moment

Ahh I know what you mean, iv seen that before, it is possible to get the chrome lip back but its a time consuming job because it all needs to be completely rubbed down back to bare alloy then it needs to be polished to the correct finish and re lacquered, so like you say youd probably be better off spraying the whole lot one colour, just make sure that any bit that are flaking now are completely removed until you can't feel any edges.

what about the spot lights are they easy to do as i havent even got the holes on my bumber already to fill

Hmm well personally I think it would be easiest and just as cheap to locate a sport front bumper and get that sprayed to match the colour of your car as youd have to make brackets on the back of your bumper using fibre glass but its a lot harder than it sounds because fibre glass is very fiddly and the fog lights would have to be set up in line.

yer think thats best pop to brakers and maybe trade me cars black so shouldnt be to hard to find do u know if the only way to put pics up is by using an actual computer?

Yeah there's got to be a sport bumper for a 206 in your colour somewhere !!
I do think a computer is probably the only option, iv tried uploading using photo bucket on my old I phone and it wouldnt work because I wasnt able to retrieve the correct code off photobucket on my phone but I could upload pictures from my phone to photobucket on their app if that makes sense, iv still to try it on my new samsung tho.

There should be a url link on photobucket. You cant do it without uploading your photos to a website like photobucket which is anoying but hey hoe .
You can remove the sticky stuff with very fine wet and dry like 2000 grit or more then polish up with some compound.
