You could also check the connections at the fan, they are prone to corrosion.

Why do you need to run the A/C at 28 for the fan? The slow speed fan should come on as soon as the A/C is turned on.

Fan does not come on at all even air con at low speed. Cleaned terminals to the fan little bit of corrosion but this has made no difference. Any ideas could it be the coolant sensor or fan itself. Is there a way of testing fan

Disconnected fan at the fan hosing and tested resistance with a multimeter but it does not give a stable it fluctuates between 37 and 42 ohms i would have thought the reading would be stable so could it be the fan afterall

You should try to power the fan with a direct feed from a battery. That way you can rule the fan out

1) Disconnect the coolant temp sensor with the engine running and the fan should kick in.
2) Put the air con on at standstill and the fan should come on.
3) Remove the relays and also check the wiring to the relay holder. Most of the time the wires themselves are so corroded they are broken.
