Hi my 1.4 206 splutters when pulling away.
I've replaced the coil pack and fuel filter but still happing.
Sometimes it won't do it for a week. Also the rev counter doesn't drop below 10 when idle but again only sometimes.

Just wondering as not all 206s have the external fuel filter as they are built into the pump inside the tank.
I would just start by cleaning the throttle body and MAF sensor using the guide I linked to. It's the cheaper option as only a couple of quid for a tin of carb cleaner.
You could also whip the plugs out and check they all look the same colour as this can often point you in the direction of a misfire. Also check the make of the plugs.

Also check for air leaks from any of the pipes under the engine and exhaust leaks.

I've been told when I went to MOT the car that my exhaust was blowing.
Could a hole in the exhaust create this problem?

It depends where the hole is. If it is infront of a lambda sensor then YES it will definitely cause problems andis probably (not definitely) related to your issue. It will also cause your car to run rich using excess fuel and that exces fuel will also destroy your Cat.
Get the exhaust fixed and go from there.
