Looks like it's made of plastic, so not much chance of it being a battery connector or exhaust part (if it is, plastic, as it'd be a bit unsuitable).
It looks like the pivot for the throttle cable or a sensor - it's the broken part that makes me think that.

Near where the front pipe joins the centre pipe, there is a clamp that attaches to the gearbox, but it looks too heavy duty for that.
My first thought was there is a little loop near the rear shock absorber lower mounting, but doesn't have the angle like this piece. My only other thought would be the lifting loop on the cylinder head.
It's the hollow piece riveted to it that's confusing
Out of curiosity, what's the diameter of the hole? Difficult to tell sizes from the photos

Could it be a front or rear bumper brackets? You know the two on either end that bolt up to the frame is it to stop it moving and flexing all over the place?

Looks kinda like a seat belt fixing . & it dont look like its off a 206 . I wouldnt worry . Run the m.o.t ! Will pick up any issues if your still worried .

I don't think anyone's mad enough to make a seat belt anchor out of plastic, but I would agree that it doesn't look like anything off a 206 that I know of.

The fact the all-metal end has no damage at all on it suggests to me that it is not connected at that end at all when it was on the car (I'd expect at least a little rubbing/wear or some signs of bearing damage if it was). So that end for me is "free" when it is attached to the car.
That means either this big, solid bit of metal that could be used for attaching something solid to, or lifting something is only held on the car by whatever that plastic thing is (I know French designers aren't smart, but using plastic as a structural strong point - that is pushing the limits of a sane man's sensibilities!!) or the bolt/rivet that passess through the plastic bit should also have gone into some other significant part of the car. I think this is the case, and that that rivet has failed (possibly due to the same impact/force that snapped the plastic). Look around for something that looks like a hole that's been filled in (as it was a hole, and the rest of the bolt/rive is still in there!).
My money would be on a head/block lifting eye, or some sort of a a towing eye

As per what I've originally said, I don't think that is metal at all - more 'dirty' black plastic.
The first picture has moulding seams on that part - you wouldn't get that at all (or, shouldn't) if it were made of metal.
