The OP is in Australia, so the UK MOT means nothing.
Is that MOT tester the friendly type? If the light doesn't come on when the ignition turns on and extinguishes when the the engine is started, then it's a failure.
Method of Inspection: Turn on the ignition and check the presence and operation of any Supplementary Restraint System (SRS) malfunction indictor lamp(s) (MIL)
Reason for rejection: A Supplementary Restraint System (SRS) malfunction indicator lamp:
- inoperative
- indicating a system malfunction.

What can I say guys, only thank you, thank you. Especially to Macca. After his post about the airbag switch, I proceeded to investigate this angle further. As mentioned in a previous post, changing the configuration to add the airbag switch (even though it wasn't there) changed the fault.
I tried to track down as many pics and diagrams of the airbag switch that I could. Lucky enough I found some pics of the connector for the switch and I immediately recognised it as a connector that was plugged into my BSI. I disconnected this plug from the BSI, reconfigured to no switch and what do ya know, PROBLEM SOLVED.
This car has been in two garages previously and I have no doubt that the original fault was probably one of the regular culprits. I am guessing this connector was plugged in trying to solve the original problem.
Thanks so much for all the help, my Pug will live to fight another day and the misses is still with me.......just.

Macca I think that's the old MoT check list you're referring to as it used to be the case of fail if no SRS light came on but since (I think March 2013) a special notice was issued which states SRS lamp inoperative has been deleted as a reason for refusal.
"When testing SRS MIL (Malfunction Indicator Light) lamps we are only looking to see if the lamp indicates if there is a fault with the system. If no lamp is present or it doesn’t illuminate then it can’t indicate a system fault, so it can’t be failed. Some vehicles may also incorporate warning messages on dash board displays; these are in addition to any MIL lamps and should not be used as a reason for rejection."
