My car was doing this, turned out to be the fuel pump.
However I am still having intermittent start problems, just long turnovers, so I might ditch my NGK spark plugs and get some bocsh ones.

I've already changed the fuel pump, cleaned the Idle Control Valve, oil change, filters changed, new plugs (NGK). my mechanic said he ran a diagnostic on it and "cleared" some codes and now he thinks it could be the throttlebody, dont know if hes guessing or not though, cant afford to throw cash at it if its not gonna fix it.

Clearing the fault, doesn't fix the problem.
The problem needs to be fixed then the fault will be cleared.
You need a scan really and then that will help you narrow down the problem.

I'm having exactly the same problem with mine first thing in the morning, when the weather gets cold like now, on an 01 1400 8v too - having to rev it to keep it from stalling, but when it's started up properly it's better (apart from a flat spot when changing into 5th gear a few mins down the road, seems to lose speed/revs a bit for some reason..then it's ok again a min or two later..)

i have the same problem with my 206 and it drinks petrol some one help. i have spent loads of cash. should have bought a new engine.
