can this be done to the normal ecu or would i need to buy something like:

OMEX

if i can just map the standard ecu, any idea how much this may cost?

Why do you want to raise the limiter you will blow your engine up

Do you have a TU engine? They are pretty strong engines so pushing the limiter a bit should be ok however unless you are modifying the engine in some other way its not going to be of any benifit because the limit is already past peak power anyway so power is starting to go down before it hits the limiter. some re-maps push the limiter up a bit though however the power band is changed as well e.g. max power is 500rpm further up the rage so the range is streched another 500rpm.

standard camshaft has no power beyond the standard rev. limit, and stock hydraulic lifter might failed under high revs. too. but yeah, another 500rpm is pretty safe on standard engine, is just you won't see much benifit

but once you change to solid lifters, stronger valve spring and wider profile cam then 9000rpm+ is a piece of cake on TU5JP4 block

have heard that the EW10 block don't like rev. but i just can't remember the reason lol, i think is something relayed to the stroke lol
