Might sound silly, but it's ignition live. Did you have the ignition on when you checked to see if it was working?
What was it you were plugging in or were you checking the connections with a multimeter?

First things first, be very careful messing about with the electrics or it could prove very costly and I won't be held responsible for you following my advice.

Did you take the connector off the bottom of the lighter socket, you should have seen what colour wires were connected when you did this.

Have you checked the fuse with a continuity tester or just by eye?
Check that there is power going to the fuse in the fuse box.
If you don't have a multimeter, you can use a bulb with 2 wires attached, although not recommended unless you are very careful what the wires touch

Do you want a permanent live or switched live socket. Permanent live is easy as its just 2 wires to the battery and an inline fuse (aslong as your not usng it to draw a massive current then no relay needed)
Switched live is bit more awkward as you will need to locate a suitable wire to draw power from and then fit an extra fuse.
