I measured mine at 19.4mpg around town, driving like a granny the other day! 
The most I've ever had out of a tank 100% motorway driving is 390 miles I think. However it was doing 42 mpg when I was in Cornwall...

hehe Howey. Sorry I just loved the XS when I had it though. I think I got decent economy at around 160miles to £20 at the time and thats better than a pesky 180!

Just think of it as a poverty spec sport 
And I think its a good base to work from, especially now parts are cheap.

If you're going to buy a 206 in the higher tax band.. then you may as well get the GTi as the insurance difference isn't THAT much..
