fair enough, I wouldnt admit defeat though lol. id probably put some penetrating oil on it and let it soak in, then get a really good grip on the bottom and a good spanner on the top.
not to rub it in, but I removed this bolt the other day and it came off fine, didnt even give it a second thought lol. strange that

They stressed out at the garage, they had to use the best strongest tools for it with spray of course, these home tools were no good. Replaced the wing anyway and shines nicely but didn't reassemble that bolt back in... mine is 1999 model so by now at least most of the bolts are probably rusted away and damaged.

you need to saw it off and replace with something better for next time.
the square metal plate underneath is just spinning in the plastic slot on the bumper.
