I've got an 03 206 Quiksilver which has got Ph1 bootstrip, lights.. However its got Ph2 washer jets? Also my MFD is a 3 bulb one, even though there's a little button on the end of stalk?

I always thought all the cars from 01 were phase 2.

Phase 2 was september 2003 onwards.

Sounds perfectly normal like it left the factory.
You have mist jets, there isnt a phase 2 washer jet.
Your MFD is a standard multiplexed unit, seeing as multiplexing appeared in October 2001 its to be expected your 03 car would have one of these fitted .
Your 03 plate car was built before phase 2 was launched, thats why your car has the correct phase 1 rear lights & boot strip fitted.

Mines an odd car, it left the factory 30th June 2003 (registered 3 weeks later). Had phase 2 rear lights, phase 2 boot strip and double optic headlamps.

March 31, 2003 phase 2 boot strips and rear lights started being fitted.
