Oh didn't read the bit about the fan being seized properly, that'll need sorting out first! You should be able to turn in by hand.
Checking the relays too would be a good thing, as it's possible the fans seized due to it not kicking in for a while because of problems with the relay.

Can it be un-seized, or do I have to buy a new fan? They are 100 quid on euro car partparts

I'm not aware of anyone fixing a seized fan. Try a breakers, or Ebay for a cheaper option!
