i just bought a 1.4lx 2002 pug 206 in moonstone blue metallic and am wondering what are the most efficient mods for speed that I can get cheaply? And what looks best to do to the outside? Am thinking rear de badge but not a clue what else looks good? Thanks

For speed the best thing you can do with a 1.4 is part ex it.

A very well designed air intake. However that will be next to nothing.
Best way is to grow old like the above poster and buy a better car

Does it not do 70mph?
I have a 1.4 and it accelerates quickly enough and can more than hold it's own at motorway speeds.
If you have a search, there is a thread of cheap and easy modifications that can be done.

Its a 206 so there are plenty of cheap / tacky mods you can do, just have a look around the site / project threads & you will get plenty of ideas.
As for making it go faster the TU3 lump is more then nippy enough if used correctly.

I used to own a 1.4 8v like yourself and trust me its not a touch on my new motor, either in acceleration or top end. Unless you have quite a bit of money it's difficult to get any performance gains. Which is why I suggested part ex. My 206 was never going to be a car for life. I had it for 4 years and it was my first car, but now I've changed I can see how poor the performance really was in terms of power and economy.

Do you mean rev the absolute nuts off it?
The OP should just be grateful you can do the above to these engines and they don't mind.
I should know I did it to mine for 4 years. It was just everything else that fell apart.
