Now that I have got my Axle off (bearings have gone) should I replace the REAR Shocks.

I fully retracted them both and one has not come back up at all and the other took about 30mins to come up.

Should they come up straight away?

They have been on the car for 7 years.

Shocks dont return anyway.

Way I see it, if the car isn't bouncing around like the MR SOFT advert, leave 'em.

Oil dampers don't expand themselves. Gas dampers normally do.
2001 GTi 138, Bilstein Sprint dampers, H&R springs, 21mm Peugeot Sport torsion bars, 22mm rear ARB, Peugeot Sport Group A wishbones, 283mm discs, Goodridge stainless hoses, Maniflow 304 grade 4-2-1 2.5" manifold and system, 200 cell cat, Richard Longman head, 45mm Jenvey throttle bodies, 9.5mm TB spacers, 90mm air horns, Jenvey throttle linkage, Jenvey fuel rail, Aeromotive and Goodridge fuel fittings and braided hose, ITG sausage filter, Radtec custom radiator, Piper Ultimate Road cams, Piper vernier pulleys, Omex 600 ECU. Saxo electric PAS pump, Vibra Technics engine mounts. Samco coolant hoses, TTV steel flywheel, 4.76 final drive ratio, 307 CC 180 ratios. 2019 BMW 530i. 2017 Mercedes C300 convertible.

they are fine to use again, personly id just replace them seeing they are off the car.

I would normally, but just recently I have had to pay for new clutch, gearbox input bearing, and now a Axle! It would have been cheaper to buy a new car, so now I'm skint!
And the wife want a holiday abroad!!!!!

Its a 10 minute job even when they are on the car, so I wouldn't worry at all that you have the axle off...

Replace as and when...
