Going to be difficult by yourself, but you need to check to see if power is getting to the horn with a multimeter or test lamp and work from there.
To check the horn itself, just connect it straight to the battery using a length of wire.
Removing the steering wheel varies depending on whether your car is pre-plexed (upto September 2001) or plexed (from October 2001).

could be the cable. Its located at the front right of the car, could be very rusty and not allowing you to complete the circuit!

Yours is multiplexed then.
To remove steering wheel, first of all you have to follow the correct procedure to shut down the BSI and disconnect the battery.

After this, leave the car about 20 minutes for any power to discharge from the system and then you can pop the airbag off by pushing a little screwdriver into the slots on the back of the steering wheel. The steering wheel is held on by a torx bolt. Undo it a bit first and then pull, tug hit the steering wheel until it comes loose. If you take the bolt right out before loosening the wheel, you risk a visit to the emergency dentist carrying your teeth in your hand.
There are a few threads already on horn faults, I've listed a couple but may be worth having a search to see if any help you.

I had the same issue. The wires had corroded. I cut them back to where they were ok. Got new wire and two new terminals and re wired it all. Problem solved.

It's up to and including Oct.2001 = non-mux.
So mine must have been the last one.

The horn on my CC stopped working and it turned out to be the horn itself
It was all full of corrosion, got a new one from my local car spares shop for the grand sum of £6.00
The wiring was all ok so it was just a matter of swapping horns over!!

Hi I have checked the horn and connections also the fuse. The horn itself works fine I did take the airbag off and check the wiring under for the horn and all seems ok but without the battery connected it's awkward. Has anyone any other ideas where I could look please. Regards Duncs.

People may say dont do this because air bag light will stay on i had a 2001 206 and the air bag light was on then went off when you plug all the wires back in anyway.
Take air bag out and touch the horn wires together see if it works then.
