Purchased a used 2003 206 about a year ago. From the beginning it's had intermittent cold starting problems. Local dealer (only one, as I live in Bermuda) is flummoxed... has changed starter, battery, ECU, temp/coolant sensors and entire fuse panel (all fuses). To their credit, they've done a lot of the work for free with used parts to see if they could sort it.
After months of driving, I have deduced that it has starting problems when the gas tank is less than half full. It'll always start, but takes 3 or 4 cranks sometimes.
I told the dealer and they changed the fuel pump... still have the problem, though.
Aside from always keeping the tank topped up (at USD $2.20 per liter in Bermuda!!), what can I do? What could the problem be?

Has the tank been replaced? Flushed out, it might be picking s**t up.
Change the injectors, spark plugs, coilpack, fuel filter.
What model is it, engine size?

2003 1.4 L petrol 206 (5 door hatch). Automatic.
Injectors have been flushed and all plugs and filters changed. (along with ECU, starter, battery, temp/coolant sensor (and transmission solonoids for an unrelated problem).
Why would coil pack only affect the car when gas tank is under half full? (Don't think it's that, as I don't have erratic revs or cold start issues when the tank is topped up).
Has anyone every heard of this problem before? Is there something mechanical (level detector) in the gas tank itself that could be the problem?
Very frustrated with the car (and dealer/mechanic).

Check the tanks condition all round as it may have a dent somewhete so gives a false reading and you think its half full but actualy its dented and nearly empty.
Also look under back seat,remove big black plug over tank top for access to the tank,then disconnect the pumps wiring unscrew the plastic cover with the pump incorporated and remove the pump carefully...taking care not to bend the float on the pump or the pump itself at all(A bent float could be giving you bad readings and contribure to fault)
Now you can see inside the fuel tank you can check inside for dents and problems and with the fuel low you can check the tank/fuel for any debris or rust to eliminate that as a cause.
Now you know how to remove and refit the pump and. access you can use car and when it starts to show fault again you can get the pump etc. off and check to see how much fuel is in the tank to eliminate that too.
Once you have eliminated these possible causes post up your findings man.

Possibly (unlikely?) faulty coolant temp sensor giving incorrect reading to ECU? Car thinks it is warm so under fuels for the actual temperature?
I know that isn't related to fuel level but just a thought.
