Soak it in wd40 or something like that and move it by hand till its free.
Have to do this quite often at work.

Manage to apply some WD40 at it, it is now moving freely.....but only moves about 1 inches + or so / around 25-30mm.
Is that the furthest it will move? or does the actual angled bracket move some 90 degrees or so? which I don't think it can.
