I've got an Autel Maxiscan MS509. It will pull off DTC codes but won't read any live data on my 206. Works fine on later cars though.
My 206 is a December 2000 build.

2001 GTi 138, Bilstein Sprint dampers, H&R springs, 21mm Peugeot Sport torsion bars, 22mm rear ARB, Peugeot Sport Group A wishbones, 283mm discs, Goodridge stainless hoses, Maniflow 304 grade 4-2-1 2.5" manifold and system, 200 cell cat, Richard Longman head, 45mm Jenvey throttle bodies, 9.5mm TB spacers, 90mm air horns, Jenvey throttle linkage, Jenvey fuel rail, Aeromotive and Goodridge fuel fittings and braided hose, ITG sausage filter, Radtec custom radiator, Piper Ultimate Road cams, Piper vernier pulleys, Omex 600 ECU. I use a d900 bought from eBay for about £15, it will only read engine faults ie, no airbag or abs codes but will give you a limited bit of live data and also reads manufacturer specific engine codes which some other cheap units struggle with. Obviously it doesn't compare with the high end stuff (snap on, launch etc) but for 15 notes it's handy to have laying about.

Petrol-engined cars before January 2001 could use all manner of diagnostics. After that is was mandatory for European cars to be EOBD compatible .. not OBDII/OBD2 as this is US version. They may work, they may not or they may appear to work and send the wrong codes back!

If the car was new and being introduced in 2000, they should also be EOBD.

As the 206 was introduced way before that, only the models after 2001 would be.

PS Diesels switched 2003/2004.

Why will my 206 Gt not link with my maxiscan ms509?

Do the 99 reg 206's just not link with obd2 readers?

Not reliably .. because 99 206's are not fully obd2 compatible .. they use a hybrid PSA software.

OBD2 or OBDII is actually the US variant and only cars built or exported to US had to be compatible .. later we had the EOBD system (european which was closer to OBD2 but again, not quite .. )

To get a proper reading you'll need a Peugeot compatible code reader (Sealey do one) or PP2000 and the Lexia-3 cable system.

There ALL clones unless you buy direct from Peugeot / Citroen OR Actia Wink

Make sure the interface is flashed to revision C Wink

Doesn't matter on a 206 BUT if you want to use it on newer PSA products OR use Diagbox you really need revision C firmware on the interface.
