The sidelight bulb accidently fell into the passenger side headlight and I can see it in my headlight when I stand in front of the car. The bulb that accidently fell in is not made of glass it is this:

How do I take off the lens cover off the headlight without removing the headlight from the car?
Can the above bulb can cause damage to headlight while driving? Also can I fail a MOT if I decide just to leave the bulb in the headlight?

The headlight isn't designed to be opened up intentionally, but doesn't mean it hasn't been done.
But.. To do that anyway you need to remove the headlight so you may as well just fish it out the hole once you have the headlight removed.
As for failing an MOT I highly doubt it, not something many testers have come across I should imagine.

Draw 3 of my roll cab - long flexible magnet or long flexible sprung loaded grabber, either of those should get it out without removing the headlamp.
