Guys checkout this solution for overheating of Peugeot.
This is probable solution of FAN starting problem. Page is on portugese and use google translate to translate it:
That is quick and dirty solution. You need thermal switch and adapter with only 3 wires. It will be much more reliable than factory setup with relays, ECU control and resistor.
and maybe fitting radiator like this one:
(This one is for 206 1.1 without A/C (like mine)).
